Summary
Amends the Federal criminal code to add to the current conditions under which it is lawful for a person acting, or not acting, under color of law to intercept a wire or oral communication: (1) the consent of all parties to the communication to such interception; or (2) the reasonable belief of the interceptor that the communication violates the Constitution or Federal or State laws.
