Provides that the following officials shall be appointed alternately by the Speaker of the House of Representatives and the President pro tempore of the Senate, the first such appointment to each of these offices being made by the Speaker of the House of Representatives; (1) the Public Printer, (2) the Librarian of Congress, (3) the Comptroller General of the United States, (4) the Deputy Comptroller General of the United States, and (5) the Architect of the Capitol.
