Summary

National Space Policy Act - Establishes a national space policy to enable the United States to maintain leadership in space science and technology and to develop and use the space environment and advanced technological capabilities for the benefit of all. Declares that the United States: (1) is committed to space exploration for peaceful purposes and the benefit of mankind; (2) rejects claims of sovereignty over outer space and celestial bodies; (3) will continue to participate in cooperative international space activities; and (4) will disseminate data and information from the space program. Directs the President to assure that the space program proceed toward enumerated goals in space and terrestrial application and in space science. Details the goals to be achieved, including the establishment of remote- sensing and communications systems, the pursuit of planetary and lunar science and exploration, and continued research in the physical and life sciences. Requires the President to submit to Congress a five-year plan with annual revisions, identifying missions, projects, and programs to achieve the objectives of this Act.
