Summary

Defines "creditor," under the Truth in Lending Act, to refer only to creditors who regularly extend, or arrange for the extension of, credit which is payable by agreement in more than four installments or for which the payment of a finance charge is required. Requires creditors to disclose clearly and conspicuously to each person to whom consumer credit is extended the information required under the Act, where: (1) a finance charge is or may be imposed, or (2) the extension of credit is payable by agreement in more than four installments. (Amends 15 U.S.C. 1602(f), 1631(a))
