Summary

Revises the Internal Revenue Code to repeal the manufacturer's excise tax on tires, inner tubes, and tread rubber. Provides a floor stock credit or refund (without interest) to the manufacturer of the amount of tax paid on the sale of such rubber article, with specified limitations.
