Summary
Provides that complaints under the National Labor Relations Act with respect to refusals to bargain shall allege a refusal by the employer to bargain collectively with the representative of his employees other than such a refusal where the representative has not been certified under such Act within the twelve month period preceding such refusal. (Amends 29 U.S.C. 158(a))
