Summary
Automotive Transport Research and Development Act - Directs the Administrator of the Energy Research and Development Administration to develop, within four years of enactment of this Act, a prototype automobile which: (1) could be mass produced in the private sector without further research or demonstration; and (2) would consume the least practicable amount of energy and cause the least environmental degradation taking energy quality, performance, safety, and environmental factors into account. Requires the Administrator to report annually on the development of such prototype to the Congress. Authorizes appropriations to carry out the purposes of this Act.
