Summary
Requires the Office of Personnel Management, upon the request of a State, to enter into an agreement with such State to withhold State income tax from the civil service annuity of any annuitant who requests such withholding. Declares that an annuitant may have only one such request in effect at any time, and not more than two requests in effect in different States during one calendar year. Allows an annuitant to change the State designated to make such withholdings and to revoke any such request.
