Summary

Data Protection Act of 1987 - Amends the Privacy Act of 1974 to establish the Data Protection Board as an independent agency of the executive branch. Requires the Board to develop guidelines and regulations to implement the Privacy Act of 1974 and the Freedom of Information Act. Directs the Board to assist Federal agencies in implementing such Acts. Allows the Board to: (1) issue advisory opinions; (2) intervene in an agency or court proceeding; and (3) file comments on any proposal regarding such Acts. Permits the Board to review Federal laws, Executive orders, and judicial decisions and report on their compliance with the rights of privacy, due process of law, and the Constitution. Allows the Board to conduct, assist, and support research in areas relating to privacy. Directs Government agencies and departments to cooperate with the Board and furnish, upon request, data, reports, and information the Board deems necessary to carry out its function. Requires the Board to report to the President and the Congress on its activities and within two years to submit a legislative proposal intended to remove inconsistencies in laws and practices involving privacy, confidentiality, and disclosure of information.
