Summary

Requires that congressional elections in 1988, 1990, and 1992 and presidential elections held in 1988 and 1992 be held during the 24-hour period beginning at 9 o'clock a.m., eastern standard time, on the Tuesday next after the first Monday in November. Directs the Federal Election Commission to report to the President and the Congress by September 30, 1993, on the effect of amendments made by this Act. Authorizes free postage for the mailing of absentee ballots.
