Summary

Amends the Urban Mass Transportation Act of 1964 to extend the period during which Federal emergency operating assistance is available for rail passenger service under such Act. Increases the Federal share for the provision of such service during specified time periods. Authorizes appropriations in such amounts as may be necessary for each of the fiscal years following fiscal year 1978 to liquidate obligations incurred by the Secretary of Transportation in financing such assistance.
