Summary

Amends the Food and Agriculture Act of 1977 to require the Secretary of Agriculture to set loan levels for specified agricultural commodities whenever export sales have been suspended (presently such loan levels are set only when export sales are suspended due to short supplies). Requires such loan levels to be set at the highest national weighted average market price received by farmers in any of the three months preceding the export suspension.
