EMP Weapons Accountability Assessment Act - Requires the Director of National Intelligence to report to the congressional intelligence and defense committees on the research, development, testing, and deployment programs of foreign countries relating to electromagnetic pulse (EMP) weapons and associated delivery systems and platforms.
