Summary

Directs the Secretary of the department in which the Coast Guard is operating to require the inspection of towing vessels above 15 gross tons or 26 feet or over in length before such vessels are put into operation and at least every two years thereafter. Authorizes the Secretary to issue regulations regarding: (1) the design, construction, alteration, or repair of towing vessels; (2) the operation of towing vessels; and (3) the Staffing of such vessels.
