Summary

Establishes the Washington Metropolitan Region Study Commission to study whether it would be advisable or appropriate for the District of Columbia, Virginia, and Maryland to enter into an interstate compact to establish a single intergovernmental authority to coordinate, finance, and manage the provision of mass transportation, air quality control, water, solid waste disposal, and sewer services (or any combination of services) in the Washington metropolitan region. Sets forth issues to be considered in conducting such study. Specifies the membership of such Commission. Provides for an executive director and a staffing for such Commission. Sets forth the powers of such Commission. Requires such Commission to report its findings, conclusions, and recommendations within one year to the President, Congress, the affected State and District executives and legislatures, and the Metropolitan Washington Council of Governments.
