Summary

Provides that the regulations issued by the Administrator of the Environmental Protection Agency setting noise emission standards for motor vehicles with gross weight in excess of 10,000 pounds shall not become effective until October 15, 1980 rather than October 15, 1975 as originally scheduled. Directs that the regulations established by the Secretary of Transportation for the enforcement of such standards shall be delayed until October 15, 1980.
