Summary
National Overflight and New Onerous, Incessant Sound Elimination Act or the NO NOISE Act This bill adds to the list of matters the Department of Transportation must consider as being in the public interest and consistent with public convenience and necessity when developing aviation policy: (1) assigning and maintaining community concerns, including noise, as the second highest priority in air commerce; and (2) evaluating the implications of new air transportation services on affected communities before authorizing such services.
