Summary

Requires each State or political subdivision which provides by law for the casting of absentee ballots in any election for Federal office to: (1) establish and maintain a method for the notarization or other certification of such ballots which does not impose any cost or expense upon individuals casting such ballots; or (2) provide for the reimbursement of such individuals for any cost or expense incurred by them with respect to the notarization or other certification of such ballots.
