To amend the Clean Air Act to provide that greenhouse gases are not subject to the Act, and for other purposes.

Amends the Clean Air Act to: (1) exclude from the definition of the term "air pollutant" carbon dioxide, water vapor, methane, or chlorofluorocarbons; and (2) declare that nothing in the Act authorizes or requires the regulation of climate change or global warming.
