Summary
Amends the Second Liberty Bond Act to require the interest rate on savings bonds issued after December 31, 1980, to be substantially equivalent to the average investment yield on other obligations of the Treasury with comparable maturities issued during the year preceding the issuance of the savings bonds. Authorizes the Secretary of the Treasury, with the approval of the President, to increase the return on any outstanding savings bond to make it comparable to the investment yield on such newly issued bonds.
