Summary
Amends the Emergency Livestock Credit Act of 1974 with respect to loan guarantees to make the inability of the applicant to obtain sufficient credit in the absence of a guarantee, rather than the unwillingness of a lender to grant such credit, the first condition for the determination of eligibility to receive a guarantee. Requires the applicant, instead of the lender, to certify in writing that the applicant has met the specified conditions, and to submit such application to the county committee, which must certify in writing the applicant's eligibility. Extends the provisions of such Act through December 31, 1979.
