Summary
Prohibits exporting any currency, directly or indirectly, to any person in Vietnam. Sets forth penalties for violations of this Act. Authorizes the President to suspend the provisions of this Act if the President determines that the Government of Vietnam is returning to Vietnam those Vietnamese nationals who were sent against their will to other communist countries.
