Summary

Authorizes the President to: (1) appoint each astronaut who participated in a mission to the moon in the Apollo program of the National Aeronautics and Space Administration (NASA) and is on the retired list of the Army, Air Force, or Marine Corps to the grade of major general; (2) appoint each astronaut who participated in a mission to the moon in the Apollo program and is on the retired list of the Navy to the grade of rear admiral; (3) issue posthumously a commission as major general or rear admiral in the name of any astronaut who participated in a mission to the moon in the Apollo program and is deceased; and (4) appoint as a Lunar Ambassador, each astronaut who participated in a mission to the moon in the Apollo program and is not a member of the Armed Forces.
