Summary
Executive, Legislative, and Judicial Salary Act of 1989 - Amends the Federal Salary Act of 1967 to provide that the President's recommendations on executive, judicial, and legislative salaries shall become effective only after the enactment of a joint resolution by rollcall vote and at the beginning of the next Congress. Amends the Legislative Reorganization Act of 1946 to provide that the annual adjustment in congressional salaries based on the annual adjustment in the General Schedule shall take effect only after the enactment of a joint resolution by rollcall vote and at the beginning of the next Congress. Declares that any increase in the rate of pay of Members of Congress shall become effective only after enactment of a joint resolution by rollcall vote and at the beginning of the next Congress.
