Summary

Wood Residue Utilization Act of 1980 - Authorizes the Secretary of Agriculture to establish and operate pilot wood residue utilization projects using residue removal incentives to compensate specified purchasers of National Forest System timber for costs incurred in the removal of wood residues from timber sale areas to points of prospective use. Applies such incentives as a credit against the amount payable for the timber. Sets forth guidelines for such pilot projects. Authorizes the Secretary to require timber purchasers to remove such residues if to do so is cost-effective or necessary for land management purposes. Limits the removal incentives to the difference between the value of the timber and other designated charges. Directs the Secretary to sell such residues for at least the appraised value, except as specified. Requires the Secretary to make annual reports to Congress.
