Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act and the Railroad Retirement Act of 1974 to provide that an individual who is receiving child's insurance benefits on the basis of being a full-time student shall only receive such benefits while under age 21 but not beyond graduation from high school.
