Directs the Secretary of the Interior to issue permits for vehicular access across the Back Bay National Wildlife Refuge in North Carolina to owners of dwellings at any location on the Outer Banks (from the refuge boundary south to and including Corolla, North Carolina) who acquired their dwellings or were issued building permits for a dwelling on or before July 31, 1982.
