Summary
Requires under the Social Security Act that in order for any State to be eligible for payments under title XIX (Medicaid) of such Act, such State must have in effect an agreement with the Secretary of Health, Education, and Welfare under which the State will enforce the guarantees of the rights of patients. Stipulates that such rights shall be enforced by the State for patients in public and private facilities providing inpatient care and treatment for persons with mental illness, mental retardation, alcohol or drug abuse, or others who need institutional care. Enumerates the specific rights to be enforced.
