Summary

Establishes the Commission for the Commemoration of the Bicentennial of the United States Constitution to plan and develop activities to commemorate the historic events that preceded and are associated with the Constitution. Requires Federal departments and agencies to cooperate with the Commission in planning appropriate commemorative activities. Directs the Commission to submit annual reports to the President and the Congress and a final report to the President by May 1, 1991. Terminates the Commission on December 31, 1991. Authorizes appropriations for FY 1983 and subsequent fiscal years.
