Summary

Disclosure of Lobbying Act - Provides for the regulation of lobbying of the legislative and executive branches of the Federal Government. Designates the Federal Elections Commission to administer this Act. Requires that each agent shall file a notice of representation with the Commission within five days after making a communication covered by this Act. Directs that such notice shall identify all parties and subjects involved in the communication. Makes provisions for amendments to such notices. States that all agents and persons retaining agents covered by this Act shall maintain records conforming to requirements specified in this Act. Authorizes the Commission to appoint an executive staff and such additional personnel as it deems necessary. Specifies the duties of the Commission which include the development of standards for notices, compilation and summarization of information contained in notices and reports, making available for public inspection all notices and reports filed under this Act, and ascertainment of any person required to file a report and who has failed to do so. Empowers the Commission to prescribe necessary regulations, issue subpoenas, hold hearings, and obtain information from other United States agencies necessary to carry out this Act. Provides criminal penalties for the violation of this Act. Repeals the Federal Regulation of Lobbying Act.
