Summary

Revenue Sharing Amendments of 1980 - Amends the State and Local Fiscal Assistance Act of 1972 to authorize appropriations to the State and Local Government Fiscal Assistance Trust Fund for fiscal year 1981. Eliminates the allocation to State governments in such fiscal year. Predicates a State's entitlement to revenue sharing funds on or after October 1, 1980, on amounts actually appropriated. Directs the Comptroller General to prepare and submit to the Congress an analysis of the efficiency of the revenue sharing program in supporting State and local governments. Specifies items to be included in such analysis.
