Summary
Handgun Sale and Transfer Control Act of 1980 - Amends the Gun Control Act of 1968 to make it unlawful for any licensed importer, manufacturer, or dealer to sell a handgun to any person or entity which such licensee has reason to know is not a licensed importer, manufacturer, dealer, or government. Defines "handgun" to mean a firearm having a barrel less than ten inches in length.
