Summary

Amends the Occupational Safety and Health Act of 1970 to require an employer to: (1) identify any chemical substances which are handled or used in connection with work performed at any workplace of such employer; (2) provide employees with clear and adequate information regarding any hazard associated with such handling and use; and (3) furnish employees with appropriate instruction regarding safety precautions to be followed in such handling and use. Establishes a civil penalty of up to $300,000 for each willful or repeated violation of such requirements.
