Summary
Requires all exporters of specified agricultural commodities, under the Agricultural Act of 1970, to report to the Secretary of Agriculture within 24 hours after entering into export contracts involving a substantial quantity of such a commodity. States that such reports shall indicate, in addition to items currently required, the quantity and location of any agricultural commodity located in a foreign country which is to be used by the exporter to fulfill the terms of the contract. Directs the Secretary to make the information and the submitting exporter public on the next business day after receiving such a report.
