Summary
Permits the Commissioner of Education to provide financial assistance to local educational agencies located within an area in which an emergency has occurred prior to July 1, 1978, and which the President of the United States has determined warrants emergency relief. Permits the Commissioner to provide financial assistance to local educational agencies, without regard to whether emergency or major disaster has occurred in the area, if he determines that public elementary or secondary school facilities of such agency have been destroyed or seriously damaged prior to July 1, 1978.
