Summary

Lobster Conservation and Control Act - Finds that the lobster off the coast of the United States is in need of protection as granted to the Continental Shelf fishery resources under Federal law, prohibiting foreign vessels from harvesting such resources except by international agreement. States that the purpose of this Act is to provide effective control of lobster fisheries until the United States can enter appropriate treaty agreements. Includes lobsters in the Act which prohibits fishing in territorial waters of the United States by vessels other than those of the United States. (Amends 16 U.S.C. 1085(a))
