Summary
Requires the Government to make payments in lieu of real estate taxes to State and local taxing authorities for any improved real property, with specified exceptions, which is owned by the government and made available to, and used by, a private business conducted for profit. Declares that failure by the Government to make such payments shall not subject the Government to any penalty or the real property to any lien attachment or other legal proceeding. Authorizes appropriations.
