Summary

Amends the Airport and Airway Development Act of 1970 to require the denial of a project grant application for an airport unless: (1) the Secretary of Transportation is satisfied that such airport's owner and operator will not deny reasonable opportunity to pick up and discharge passengers at such airport to certain motor common carriers of persons; and (2) there is information available to individuals at such airport relating to all means of surface transportation provided by such carriers to and from such airport.
