Summary
Directs the Secretary of the Army to issue a permanent easement to the owner of any boat dock or similar structure which the Secretary of the Army permitted to be constructed on property under the Secretary's jurisdiction prior to enactment of this Act. Subjects such docks to rules and regulations promulgated by the Secretary. Declares it the sense of Congress that the Corps of Engineers make every reasonable effort to allow the construction of such docks.
