Authorizes an additional 522 miles for the Interstate System. Makes this mileage available only for designation as an Interstate System traffic corridor along United States route 219 between Buffalo, New York and Princeton, West Virginia. Authorizes to be appropriated out of the Highway Trust Fund $870,000,000 to carry out this Act. (Amends 23 U.S.C. 103(e))
