Summary

Amends title XIX (Medicaid) of the Social Security Act to require payment to States of 90 percent of the total amount expended under State plans for early and periodic screening and diagnosis (EPSDT), and 100 percent of the total amount for treatment of defects and conditions discovered through such screening and diagnosis. Institutes a program for distribution to individuals entitled to medical assistance EPSDT, of coupons which identify services to which an eligible individual is entitled. Requires an annual compilation of providers and institutions which will provide services under EPSDT and further requires such institutions to provide to the maximum extent feasible all authorized services to individuals so entitled.
