Summary

Declares that, in the selection of persons to participate in federally assisted manpower training programs and to occupy public service jobs, Vietnam veterans shall have priority. Provides that first priority shall be given to Vietnam veterans who have served in a combat zone; second priority to other Vietnam veterans. Sets forth the definition of the terms "veteran", "combat zone", and "Vietnam era". (Amends 42 U.S.C. 2617)
