Summary

Designates the Glen Elder unit as part of the Pick-Sloan Missouri Basin program, Kansas. Provides that the Glen Elder unit shall be constructed, operated and maintained for the purposes of providing water supply, fish and wildlife conservation and development and public outdoor recreation in accordance with the Federal reclamation laws. States that for a period of 10 years from the date of enactment of this Act, no water from the unit shall be used on newly irrigated lands of any basic agricultural commodity, if the total supply of such commodity for the marketing year in which the bulk of the crop would normally be marketed is in excess of the normal supply. Authorizes the appropriation of $55,000,000 for construction of the unit.
