Summary
Authorizes the Federal Communications Commission to enter upon a hearing concerning the lawfulness of any new or revised charge, classification, regulation, or practice. Authorizes the suspension of the operation of such charge classification, regulation or practice, but not for a period of longer than 9 months, pending such hearing and a decision. Permits the Commission to allow all or part of a charge, classification regulation, or practice to go into effect on a temporary basis pending further order of the commission.
