Makes it unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver any firearm, other than a rifle or shotgun, to any person, which firearm the Secretary determines to be unsuitable for lawful sporting purposes based upon standards established pursuant to the Gun Control Act of 1968.
