Summary
Establishes the Santa Monica Mountains and Seashores Urban National Park in California with a total area not to exceed 205,000 acres. Provides that the Secretary of the Interior shall establish a planning commission for the park within one year of the date of enactment of this Act. States that the function of the commission shall be to develop a plan for the use of the land and water resources within the park boundaries. Directs the Secretary of the Interior to make grants directly to the State or local units of government having responsibility for implementing the provisions of this Act. Authorizes the appropriation of an amount not to exceed $35,000,000 to defray the expenses of the commission and for grants to State and local units of government to implement approved land use plans.
