Summary

Amends the Tariff Schedules of the United States (TSUS) to provide that the provisions applicable to rubber and plastic products do not cover textile fabrics or articles coated, filled, or laminated with rubber or plastics which are covered by the provisions dealing with fabrics of special construction. Requires the nontextile coating or filling and nontextile laminating substances to be disregarded in determining whether fabrics, articles, and materials are "of textile materials" for purposes of the subpart of the TSUS dealing with coated or filled fabrics.
