Amends the Small Business Act to: (1) increase from $500,000 to $750,000 the maximum Small Business Administration (SBA) loan ceiling; (2) increases from ten to 25 years the maximum SBA loan periods; and (3) authorize the Administrator of the SBA to permit specified loan extensions and refinancing.
