Summary

Establishes the Commission on Federal Laws to study the applicability of laws of the United States to Guam, the Virgin Islands, and American Samoa, and to recommend such extensions of, exemptions from, or modifications to such laws as may facilitate the political, social, and economic development of such territories. Requires the Commission to submit a final report of its findings and recommendations to Congress and the President by April 1, 1983. Terminates the Commission 15 days after such report is submitted.
