Amends the Tariff Schedules of the United States to reduce according to a specified schedule over six years the duties on ephedrine, pseudoephedrine, racephedrine and their salts (from 1.7 cents per pound plus 16.4 percent ad valorem to 3.7 percent ad valorem) and on other synthetic alkaloids and their compounds (from 5 percent ad valorem to 3.7 percent ad valorem).
